You can create Smart Objects in DesignScape! 
You can do this one of two ways.
You can go to the Layer Menu in the top menu bar, and hover over Smart Object and then click ‘Convert to Smart Object’
Or in the right side layers panel you can right click on the layer then select ‘Convert to smart object’.
