Here's the quick installation guide for Procreate brushsets (they are installed in a way slightly different from the way you install individual brushes, so you might want to read this):
1. Download the .brushset file from the base pack on your iPad
2. Open the folder with the .brushset file on iPad and tap the file
3. The Procreate app will open
4. Open the Brushes panel and scroll up – the new brush set will be on top of your brush list
