For the layer that holds the confetti and gives it height, you can use thick cardboard, felt or foam (foamin) or double-sided tape. Also you will find a file with special strips with teeth to create a high rim to hold the confetti.

This design has been tested on my plotter cricut explore air2.

The archive also has a separate folder with a heart with a hole (you can pull the ribbon and hang it on a gift like a tag).

Instruction included(JPG file).

The zip archive includes:

1. 1 DXF file (plus separate files);
2. 1 SVG file (plus separate files);
3. 1 EPS10 file;
4. 1 PDF file with all layers;
5. 7 PNG files 300 dpi on transparent background, RGB (plus files for hand cutting).  

The sizes of the artboard is 1,95" x 3.6" inches.
