Adobe has reintroduced the “Oil Filter” with Photoshop CC 2015.1 (November 2015 release), so these actions are also compatible with Photoshop CC as well. Make sure to update to the latest version of Photoshop CC.
For more info about the update, please check out this article:

If you have the latest version of Photoshop installed, please check to see if the “Oil Filter” is grayed out, if it is, it is very important that you watch this video and follow the instructions https://youtu.be/tXNhthq-MZQ because if the filter is greyed out the actions won’t work and will give you errors.
How to use the Actions:
You will find two actions in the download file (well four, 2 that are compatible with Photoshop CS6 and two that are compatible with Photoshop CC+), load both CS6 or CC+ actions (depending on which version you are using) into Photoshop and apply them one a time to see which effect you like best. I personally prefer the one named ‘2. Realistic Painting Effect Actions PS CC2015.1+’. You will also find three .psd files that you can load into photoshop and then simply drag them into your document to edit the lighting after you have played the actions, they are optional though. If you do decide to use the three .psd files, make sure to play around with the settings, since each photo is different.
Works on all types of photos from 600px up to 2500px.
WIth these actions you can give your photos a beautiful oily look. You can edit all the settings, from the cavans texture to the density and quantity of the “Oil Paint” effect.
You must play around with the settings, this is a must! As you will see in my tutorial video on youtube (you will find the link in the file you have downloaded), after you have run the actions, do not be scared if the photo does not look good, turn down the vibrance adjustment layer or turn it off all together, and check all the other layer adjustments as well. Go through all the filters as well and edit them until you get the desired result.
Also, add more "Selective color" layer adjustments, black and white layer adjustments (at a small opacity), hue and saturation etc. and tweak the settings, don't just leave the photo with the actions alone, without touching/changing anything, since every photo is different, has different lighting, different colours etc.
For bigger photos and/or if you feel that you want the effect to be more accentuated, run the actions, when they’re done edit the settings and once you are satisfied merge all the layers, create a background from your layer (Layer > New > Background from layer). Should this method cause the actions to give you errors, then proceed by saving the result on your pc and then load it again in photoshop and then run the actions again.
