When working with overlays, place the overlay above your photo in a new layer. You can duplicate layer with the overlay to make glitter more “stand-out”. You can change the layer style to “color dodge”, “linear dodge” or "screen" (in Photoshop).
When working with JPG files, use the the black paint brush to remove desired amount of the overlay if needed or use the layer mask.
